ASHBURTON RIVER / VALETTA GROUNDWATER ZONES

Applicant meeting 22 July at 7:00 pm

A meeting of all applicants will be held at Ashburton College Auditorium 22 July at 7:00 pm.

The reason for the meeting is to assist farmers in gaining a full understanding of the Commissioners decision and to explore options.

There will be the opportunity to discuss issues specific to each group, separately if desired.

Extended appeal time 

An extension to the appeal period to 30 working days has been agreed.

COMMISSIONERS IMPOSE MONRATORIUM

FOR HURUNUI RIVER

... Environment Canterbury Commissioners have, at a Special Council Meeting on Thursday July 22, 2010, imposed a moratorium on the Hurunui River to take, dam, divert or use water.

Commissioner Peter Skelton, who moved the motion at the meeting, said the moratorium would come into effect on August 2, 2010 and would stay in force until October 1, 2011 (unless it was lifted earlier or extended beyond that date).

“The targeted and time-limited moratorium will put on hold the processing of current applications for water consents until six months after the end of the moratorium.

“This will give us the space to put an integrated and forward-looking planning framework in place for the catchment which recognises the high recreational, ecological, fishing, and cultural values of the river, as well as taking into account the needs of farmers,” said Commissioner Skelton..............

Chertsey Groundwater Zone 3 (22 Applicants)

ECan invites all applicants, submitters and advisors to an informal meeting at the Ashburton Hotel, 11/35 Racecourse Road, Winchmore, Ashburton to discuss the groundwater applications in the Chertsey Groundwater Zone. The purpose of the meeting is to address with all applicants and submitters the recent groundwater investigations in the area, the outstanding issues and how to progress to hearing these applications.

Mike Thorley of ECan will make a brief presentation on his recent report on the groundwater resources in the Ashburton-Lyndhurst and Chertsey groundwater zones. This is not a formal pre hearing meeting, its purpose is to explore issues, common grounds and options for moving forward with these applications. As such all discussions at this meeting is on a 'Without Prejudice' basis.

Following this meeting ECan intend holding brief meetings to discuss the individual applications at a more detailed and technical level.

For a 'Group' hearing, ECan's estimated costs ("best guess") for processing each application is $2,830.00 and estimated hearing ("best guess") costs are in the order of $8,000 - $10,000 which includes both the consent processing cost and share of the hearing cost.

The costs of a 'Group' hearing is based on the total hearing costs divided by the number of applications.

ECan will consider any alternative suggestion provided agreement is 100% with all applicants.

A full cost estimate will be provided once a final list of applications has been agreed on. Should the total cost at completion exceeds the Fixed Charges paid a further invoice for additional charges will be mailed. Should the total cost be less than the Fixed Charge payment will be made for any credit balance.

ECan's Council's Charging Policy requires payment of a Fixed Charge prior to the commencement of any hearing agreed on and is set out at 90% of the total estimated cost.
